Tell me what the deal with these two people is? Plz?

I have noticed a male and a female at my job who get along really well when they do. They actually flirt a bit, but very platonic. But at times, i notice that they can really clash because the guy gets upset that he doesn't get any attention from her, and she gets upset that he's nagging her so much. What's the deal with these people?
