New Tank - Neon Tetras Dying. Why?

Also have you spoken to the guy who sold you these fish..? Sounds like they were poorly to start with!! Sounds like he just wants you sell you these sick fish as quickly as possible too by the 'tank times' he's given you, jeez. :(
